Welcome to AEPA Oregon!

The Association of Educational Purchasing Agencies (AEPA), established in 2000, began with 10 member states united by a shared vision: to leverage collective purchasing power and deliver competitively solicited contracts that provide greater value to public entities. InterMountain Education Service District (IMESD), representing Oregon, is proud to be one of AEPA’s founding administrative agencies.

Today, AEPA has grown to include 31 member states, with annual cooperative purchasing volume exceeding $1 billion. Member agencies collaborate on bid committees to develop contracts that are competitively awarded and carefully structured to meet each state’s specific legal and procurement requirements. Once awarded, contracts are made available statewide and administered by a designated member agency.

IMESD serves as the AEPA Contract Administrator for Oregon. Our team is here to assist you with navigating AEPA cooperative purchasing, answering questions, and providing the documentation and support you need to confidently utilize these contracts.

Thank you for partnering with AEPA and for supporting Oregon’s K–12 students.

Choose AEPA—the only cooperative where every purchase delivers value and reinvests directly back into K–12 students across Northeast Oregon.

AEPA delivers exceptional value by combining the collective purchasing power of 31 states with a rigorous, competitive bidding process that ensures fully compliant, high-quality contracts for public education and public agencies—saving time, reducing costs, and eliminating the burden of duplicating procurements. What makes AEPA especially impactful in Oregon is IMESD’s role in administering these contracts locally, where a small administrative fee built into vendor pricing is reinvested directly back into programs and services that support K–12 students across IMESD’s four-county region in Northeast Oregon—turning everyday purchasing decisions into meaningful investments in schools, students, and communities.
